Explanatory Note.
The French Goverment realises the necessity of completing the pium Couvention by the adoption of now international obligations, restricting the use of the narcotics enumerated in Chapter 3 of the Convention to modicel end scientific requirements.
With this object the Council end the Assembly recommended that the question of limiting the manufacture of these substances and the orltivation of the raw materials for thom should be investigated.
This limitation may be either direct or indirect.
